anyone know of any good software for digital photo enhancement? Like software that you could take a small picture, bad quality, blow it up with out it beign pixelated, and you can see almost every minute detail. I guess something like the FBI would use.

there is an old saying I like to use.. you can't turn shit into gold..
there is no such thing.. if there was just think.. you could distribute movies in like a 30x30 res and then the end user could run it though this application and magically.. hi-def! My guess is you've seen this on tv shows like CSI.. and its all BS there is no way you can turn a low quality/low res image into a high res image.
i mean zoom in without loss of quality
well that depends on what resolution the image was taken with.. if you take a 600x480 image you won't be able to zoom in very closely and get good image quality.. but if you take a 1600x1200 the results will be much better.. so like i said you can't turn shit into gold.
There is software out there that I have experimented with before to enlarge photos with minimal quality loss, but it's not what you would think.
It's called interpolation software and it can be found pretty easily. The most advanced method of this enlarging is called S-Spline Interpolation.

I hope this will help you in your quest. Unfortunatly, like the others have said, you're not going to be able to get the absolute best quality from enlarging something. It's never going to be as good as the original.
